I got jeeves and sapphire the first day i put out the tuna and on their fourth visit i got an old clock from jeeves but nothing from sapphire.
The character i leveled it on is a level 95 with a level 2 garrison.
About the same as you.
I ve had the tower of treats out for ages but sapphire and jeeves just won t come.
